PHP mailer function not sending emails

We use a PHP mailer function on our static PHP site. We moved domains, and this function stopped working. We use this function to email to 100,000 people each month, so we need someone with experience to get this back up and working like it was prior to the domain switch… (Budget: $15 – $25 USD, Jobs: HTML, Javascript, MySQL, PHP, Website Design)
